Great News! We have partnered with an amazing public sector client in the higher education sector to hire a Senior Project Manager to manage and support their ongoing and future capital and construction projects. The Sr. Project Manager will lead and manage capital and construction projects, including renovations and new construction, ensuring projects are delivered on time, within budget, and to defined standards. Reporting to the Director, Project Management, the role requires collaboration with internal and external stakeholders, contributing to departmental initiatives, and maintaining compliance with regulatory, safety, and sustainability standards.

Responsibilities:

Project Leadership & Management:
- Act as primary lead and contact for all assigned projects, collaborating with internal and external stakeholders.

- Plan, prioritize, and execute projects, allocating resources and assigning tasks to team members.
- Develop and monitor project schedules, budgets, and progress; adjust plans as necessary.
- Consolidate and communicate issues, risks, and project status through reports, dashboards, and meetings.
- Ensure compliance with regulatory and legislative requirements including OBC, AODA, Construction Act, OHSA, and local by-laws.
- Contribute to broader departmental initiatives by providing strategic advice and assisting with the drafting and updating of the university’s Design and Construction Standards which include safety and sustainability.

Project Stages:
- Initiation: Prepare project charters, scope, budgets, schedules, risk logs, and business cases; define team roles and communication plans; secure approvals and lead procurement processes.

- Design: Oversee consultants and contracts; guide design teams to meet scope, schedule, and budget; coordinate with internal operations; manage design reviews, cost estimates, and value engineering; lead bid negotiations.
- Construction: Supervise contractors and trades; ensure compliance with university standards; coordinate regulatory approvals; monitor budgets, quality, and safety; lead commissioning activities; manage change orders, claims, and documentation.
- Close-out: Ensure project handover to Operations and Maintenance; complete financial reconciliation and project documentation; provide coaching, guidance, and training to Assistant Project Managers and interns.

Team & Stakeholder Management:
- Lead, mentor, and evaluate team members; provide feedback, training, and development guidance.
- Build professional relationships across all organizational levels.
- Participate in recruitment, orientation, and staff evaluation.

Decision-Making:
- Provide technical and professional advice on project delivery.
- Initiate RFPs/tenders, assess proposals, and recommend approvals.
- Approve budgets, payments, and allocation of project resources.
- Assess project quality and initiate corrective actions when needed.

Requirements:

- Post-secondary degree/diploma in Architecture, Engineering (Structural/Civil/Mechanical), or Construction; minimum 7 years of progressive project management experience in construction/renovation projects.

- Track record of delivering capital projects on time and within budget. Exposure to project value from 5 million to 100 million preferred!
- Experience in institutional or educational settings, including heritage properties, is an asset.
- Strong knowledge of project management methodologies, construction techniques, and materials.
- Proficient in project management tools (MS Project, P6, Excel, SharePoint, Autodesk).
- Ability to read and interpret construction drawings, specifications, and building systems.
- Knowledge of construction laws, contracts, codes, and government regulations.
- PMP certification is highly desirable.
- Exceptional organizational, planning, analytical, and problem-solving skills.
- Ability to manage multiple priorities and projects under pressure.
- Client-focused with excellent interpersonal, communication, and negotiation skills.
- Strong leadership and team management capabilities.
- Valid Ontario Class G driver’s license; satisfactory Criminal Records Check and Vulnerable Sector Screening.
