Position: Procurement Specialist
Location: Toronto, ON – Hybrid (On-site as required)
Salary: $40-$43 per hour
Job Type: 6-month contract with possibility of extension.

Our client, a regulatory organization within the financial services sector, is seeking a Procurement Specialist to join its Finance and Administration Division. This role offers the opportunity to support end-to-end procurement activities while contributing to the development of procurement strategy, policy, and process improvements in a highly regulated public-sector environment. The successful candidate will act as both an operational and advisory partner, supporting stakeholders in sourcing IT and consulting services while ensuring compliance with procurement policies, trade agreements, and government directives.
Key Responsibilities:
- Execute procurement requests and provide advisory support on procurement policies, procedures, and compliance requirements
- Draft RFx documents (RFPs, RFIs, RFQs), evaluation criteria, scoring methodologies, and response templates, with emphasis on IT and consulting procurements
- Manage end-to-end competitive procurement processes including tendering, bid evaluation, scoring consolidation, award recommendations, and vendor debriefs
- Support supplier risk management activities including due diligence, risk assessments, and documentation
- Assist stakeholders in defining procurement scope, requirements, and sourcing strategies
- Maintain accurate procurement records and ensure documentation is audit-ready
- Support development and execution of annual procurement plans
- Contribute to procurement reporting for internal stakeholders and government submissions
- Assist with internal and external audits related to procurement activities
- Support continuous improvement initiatives for procurement policies, frameworks, and processes
- Assist in development of procurement metrics, dashboards, and reporting tools
- Provide input on process optimization and quality control initiatives
Requirements:
- Minimum 3 years of procurement experience in a public-sector or government-regulated environment, or equivalent project management experience with RFx development (IT/consulting focus preferred)
- Bachelor’s degree in Business Administration, Commerce, Supply Chain Management, or related field
- Strong understanding of public procurement principles, policies, and trade agreements
- Experience managing competitive sourcing and end-to-end procurement processes
- Strong analytical, documentation, and stakeholder management skills
- Excellent written and verbal communication skills
- High attention to detail and ability to manage multiple deadlines
- Proficiency in MS Office (Word, Excel, PowerPoint)
